Brazil Finance Minister Dario Durigan stated the country does not depend on betting revenue to balance public accounts.

He said the regulation was well established and not with the intention of raising revenue.

“Tax collection is part of the economic game and all sectors contribute,” Durigan said. “The same happens with betting.”

A cross-party of MPs similarly branded gambling advertisement as a “public health issue” in a recent parliamentary debate. The comment came after the publication of the All-Party Parliamentary Group’s May report.

The report cited concerns that current measures inadequately protected children and young people from the marketing tactics of the gambling industry.

The Department for Digital, Culture, Media and Sport has recently appointed a research fellow to study innovations in online gambling advertising, including content creators; however, the Lords caution that this research should not delay necessary policy changes.

The president’s critical view of betting is on par with other candidates. Studies by the Workers’ Party (PT) indicate that three out of four Brazilians are against betting establishments. This is the president’s justification against the sector.

What the president didn’t address is the tax revenue from betting.

In 2025, Brazil collected almost BRL10 billion ($1.97 billion) in tax revenue from the licensed sector. In the first seven months of this year alone, BRL8.7 billion generated by the activity was delivered to public coffers. The Federal Revenue Service itself estimates that the sector should reach BRL16 billion in revenue during 2026.
